I'll get right into it.
After, either a disruption of power or the network, dynamic data is not restored. What occurs is that OPC server retains the last known values of a field transmitter, and will not resume dynamic values unless the OPC server is rebooted again, after power or communication lines have been restored.
Does anyone have any remedies or workarounds to maintain dynamic data values after one or both of these conditions occur?
Is there someone who can work with me with on the Server's source code to alleviate this scenario and then recompile the server's software for testing?

Randy thanks for the input but the protocol is TCIP using SuitLink from Wonderware as a driver between the PLC, field devices, and our databases. After researching SuitLink a little further there is an 8 bit packet they use to retrieve the last know good data from the OPC and start to broadcast that information, which is a static value, not a real time dynamic value which we require. 4 of those bits analyze the data and if it isn't of good quality for any reason, the requery then is triggered for the last known "good" data to be rebroadcast.
