The OPC-F no longer distributes or supports installers for the UA NET stack and samples.
Vendors can get the assemblies from nuget and the code fro m GitHub:

Continuing to support old versions of the .NET framework comes with a large cost because new APIs are only added to new framework versions. The OPC-F has choose to focus resources on supporting the current framework.
If you need support for older framework versions you will have to build them yourself using the legacy repo:
https://github.com/OPCFoundati.....NET-Legacy
You can also look at commercial versions of the .NET SDKs.

You can't ship a product today based on 1.01 and expect it to inter-operate since 1.03 incorporates clarifications that were causing IOP issues. Furthermore, 1.01 has known security vulnerabilities that will not be patched and it does not support any non-depreciated security policies. You need stop using it.
The download itself will be removed from the website shortly.
