Why are no locale given in the BaseNodeSet file?

Is there somewhere specifiec, that the BaseNodeSet file is always “en”?

Could it be left out in a servers address space?

The Invariant Locale is “”. This locale is used as the final fallback for any localized resources. In this case the text in the final fallback local is English but it is not required to be.

You should treat “” as its own locale (i.e. do not change to “en”). The logic in code should look for any better translations first and if none are found use the “” locale.
