In the OPC UA specification, Part 4, section 7.24, Table 166, dataEncoding is mentioned. It goes on to say:

If this parameter is not specified then the Server shall choose the default according to what Message encoding (see OPC 10000-6) is used for the Session. 

When I look at the section of the specification parameters for a session, I don't see anything that relates to encoding. So, how does one specify the message encoding that a session will use?

The session encoding is implied by the TransportProfileUri in the EndpointDescription:
