If a client has OPC but it is not clear if OPC UA was ever installed and available, how would an IT representative look at the CPU software / OPC configuration to determine if it is available. 

Likewise, does PI use OPC UA or OPC Classic?

You will need to read the product documentation.

That said, if the documentation provides default OPC URL that starts with opc.tcp then it support UA server.

OSI PI has a client UA driver but you will also need to check with OSI to determine if that feature is installed on your system.
