In the OPC UA PubSub Spec Part 14, version 1.04 on Page 71, where it describe about the Data Key Frame DataSetMessage Data, in the Table 82 it says that for the FieldCount - The FieldCount shall be omitted if RawData field encoding is set in the EncodingFlags defined in 7.2.2.3.4

Would this mean that even if the field encoding is set to RawData, the server could still include this FieldCount in its bytes that is sends? Or rather how should I interpret this information as a client?

The spec says the field count is always omitted if the encoding is Raw.

The expectation is the count comes from the metadata.
