OPC DA Core components installer not installing anything other than nuget packages

The OPC DA Core components installer is not installing anything it says it is supposed to. The only thing I can find that it is installing is 4 nuget packages in the C:\Program Files (x86)\OPC Foundation\NuGetPackages directory.
